BVI Editorial Policies and Ethical Framework

The Bagan Vision Institute (BVI) Journal is an international, peer-reviewed, open-access, multidisciplinary publication. The journal provides a venue for rigorous scholarly work spanning both the sciences and social sciences, prioritizing empirical clarity, methodological innovation, and cross-disciplinary impact.

As a fully open-access journal, all accepted manuscripts are published electronically and made immediately and permanently free for audiences to read, download, redistribute, and cite globally.

1.1 Originality and Duplicate Submission

Manuscripts submitted to the BVI Journal must represent completely original scholarship. No part of the text, data, calculations, or concepts may be previously published or concurrently undergoing evaluation by any other publication platform.

1.2 Two-Way Evaluation System

To guarantee an objective, merit-based appraisal, this journal applies a strict two-way peer review process:

• The identities of authors are hidden from reviewers, and reviewer identities are hidden from authors throughout the entire editorial cycle.
• Authors must thoroughly process the primary text file, mentioning institutional names, identifying affiliations, distinct self-citations, and clear citation format.
• Personal acknowledgments, financial sponsorships, and institutional affiliations must reside exclusively on a separate Cover Page.

1.3 Machine-Generated and Synthetic Text Policy

• Authorship Allocation: Generative Artificial Intelligence (AI) tools or Large Language Models (LLMs) cannot fulfill the criteria for academic authorship and cannot be listed as authors or co-authors. They lack the legal accountability and ethical capacity required for research ownership.
• Reporting Accountability: If computational language models or specialized generative tools are utilized during data processing, algorithmic analysis, or language refinement, their use must be fully documented in the methodology section, detailing the model edition, manufacturer, and precise operational parameters.

1.4 Publisher Copyright and Licensing Charter

The Bagan Vision Institute (BVI) serves as the official institutional publisher of the journal.

• Licensing: Upon acceptance of a manuscript, authors execute an exclusive publishing agreement with BVI. Works are published under a Creative Commons Attribution License (CC BY).
• Rights Retained: Under this framework, the copyright is retained by the authors, while granting BVI the primary right of first publication and distribution.
• Public Access: This license permits public users to read, cite, download, and build upon the text immediately from day one without an embargo period, provided the original authors and BVI Journal are properly credited.

1.5 Peer Review Process & Procedures

Bagan Vision Institute (BVI) is committed to maintaining the highest standards of peer review. All research articles submitted to our journal undergo a rigorous double-blind peer review process. This means that the identity of the authors is concealed from the reviewers, and vice versa, throughout the entire review cycle to ensure an objective, unbiased, and fair evaluation.

Authors submit their manuscript via the BVI submission system which is the institution email info@baganvision.org . To maintain the double-blind format, authors must ensure that all identifying information (names, affiliations, funding acknowledgments) is strictly removed from the primary manuscript file and placed only on a separate title page.

The Editor-in-Chief or an assigned Managing Editor reviews the manuscript for scope alignment, basic structural formatting, plagiarism checks, and initial scientific merit. Manuscripts that do not meet BVI’s basic standards or scope are rejected at this stage (“desk rejected”).

Manuscripts that pass the initial screening are assigned to a minimum of two (2) independent, external expert reviewers in the relevant field. Reviewers evaluate the manuscript’s originality, methodological soundness, clarity, and contribution to the field without knowing the authors’ identities.

Once both reviewer reports are submitted, the Handling Editor reviews the recommendations and makes a final decision. If the two reviewers strongly disagree, a third reviewer may be consulted.

Following the review phase, authors will receive one of the following decisions along with the anonymized feedback from the reviewers:

• Accept: The manuscript is accepted for publication without any further changes.
• Minor Revisions: The paper is accepted in principle, but the authors must address minor clarifications, formatting issues, or brief text edits. These are usually verified by the editor.
• Major Revisions: The paper shows strong potential, but requires significant restructuring, additional data, or deeper analysis. Revised manuscripts will typically go back to the original external reviewers for a second round of evaluation.
• Reject: The manuscript does not meet the journal’s thresholds for publication, contains fatal methodological flaws, or requires work too extensive for a standard revision cycle.
